In the SE Integrator project, Slovenské elektrárne, a.s. combines more than 40 years of experience with pumped-hydro storage technology (PHS) and new cutting-edge battery storage technology to meet the flexibility needs of Slovak and European power grid. The project consists of modernizing the Čierny Váh PHS, owned and operated by Slovenské elektrárne, a.s. by modernizing two of the existing turbines with speed turbines to increase grid regulation capacity and adding up to 120 MW (480 MWh) battery storage.

This hybrid model will enable higher flexibility of the power system by means of increased regulation range of turbogenerators and the innovative combination of providing ancillary services at BESS and PHS. These types of services are going to be crucial for decarbonizing EU economies due to the combined effect of increasing RES penetration, decarbonization of energy intensive industry and the coming decommissioning of fossil power plants that are currently a major provider of balancing system services

The SE Integrator will provide clean, efficient and sustainable grid regulation and flexibility, support the transition to a green and carbon-neutral economy and contribute to the implementation of the Green Deal.

Slovakian power system is well integrated into the European power system, which makes the Integrator SE project valuable also for other countries within the region of Central Europe. Thanks to the planned development of EU-wide trading platforms for balancing energy (i.e. MARI, PICASSO), a significant amount of balancing energy produced by the project will be exchanged across borders and help to improve the efficiency of the neighboring countries systems stabilization - Hungary, Poland, Czech Republic. The new system balancing capacity will also allow Slovakia to make a bigger contribution in stabilizing the grid in Ukraine, when needed.

Main features of the PHS Čierny Váh refurbishment:

Additional grid regulation capacity allowing for a regulating range between -712 MW and 790 MW.

Increased voltage control capacity.

Increased capacity for black start services.

Improved efficiency of the storage (76,6 % compared to the current 73 % for the PHS, 77 % in combination with the battery).

Much faster and continuous ramping up and ramping down which enables to deliver primary, secondary and tertiary frequency restoration reserves from one storage.

Additional ~80 MW of generation capacity that can be used for generation adequacy (most of that from the battery the rest is from uprating the turbines).

It will contribute to the integration of renewable energy sources and reduce the CO2 intensity of the electricity system by replacing the production and balancing of the system from fossil sources.

The project was included in the list of electricity transmission and storage projects to be considered by ENTSO-E in the 2024 10-year Constitution Development Plan (TYNDP 2024) and is part of the seventh PCI list.

Main advantages

Increasing the power system balancing capabilities of the Čierny Váh PHS is key to the further decarbonization of the Slovak economy, especially for reducing the share of fossil fuels in system regulation. The SE Integrator project will bring the necessary flexibility by using water – a clean, renewable resource.

EU has pledged to be climate neutral by 2050, setting itself on an ambitious decarbonization path. Each member state has created their Integrated National Energy & Climate Plan (INECP) in order to meet the target. Slovak INECP foresees significant uptake of electricity generation from renewable sources (wind and solar), some 1200 MW of new installed capacity, while the RepowerEU strategy sets of goal of over 500 GW of PV by 2030. This will pose a challenge to the grid, given the unstable production of these sources, hence adequate balancing capacity is needed to prevent critical events such as blackouts.

Čierny Váh PHSP will play a key role in stabilizing the grid in the upcoming decades, supporting the increase in intermittent generation of wind and solar power plants on the way to a net zero economy.

EU commitment to energy transition is also aimed at reducing its dependency on fossil fuels which could have political implications. By speeding up the green transition, fossil fuel need will decrease and hence also the pressure experienced by some EU countries, including Slovakia, to secure sufficient supply of gas and other fuels. To transform the economy heavily dependent on gas, rapid electrification of industry and heating sector is expected. This will cause an increased need for grid stability which SE Integrator project will bring, using a modern and efficient solution, without additional emissions.

The hybridization of the pumped storage with a battery will allow for baseload provision of ancillary services which will replace the grid regulation provided by fossil fuel power plants that will be decommissioned in the coming years. To quote Mike McWilliams, head of energy at London-based economic forecasting company CEBR and an advisor on hydropower for the World Bank, “batteries and pumped storage are not in competition, they are complementary: batteries are for rapid response and fast ramping, and active injection of power. Pumped hydro is a passive response in terms of system inertia. Batteries are good for stability, pumped hydro for security of supply. I am keen on having hybrid projects: pumped hydro with batteries. If you attach one-hour battery storage to pumped hydro, using the same switchyard, you have a very valuable grid stability tool.”

Čierny Váh PHS is currently one of the main providers of flexibility. It provides ancillary services to the Slovak TSO in order to ensure secure operation power system by activating the balancing energy as needed by the TSO. After the modernization, the balancing capabilities will increase.

In line with the Energy Efficiency First principle, part of the SE Integrator project is also the increase in plant efficiency, from 73 % to 76,6 % for the PHS, 77 % in combination with the battery.

The project will use the existing infrastructure and help increase the possibilities of system balancingregulation in a cost-effective way with minimal environmental and social impact. This is in line with the Integrated National Energy and Climate Plan: "maintain and support existing PHS capacity and operation and consider possible increase of storage capacity". The project follows various initiatives of the European Commission, such as 4th work package of the eStorage project financed by the European Union. What is the time frame of the project?

The name is derived from the main rationale for the project, which is to integrate two types of electricity storage - an existing PHSP Čierny Váh with a new storage capacity provided by the battery. SE is the abbreviation we use for our company, Slovenské elektrárne, a.s.
Čierny Váh PHSP is an existing PHSP located in central Slovakia, in the Liptov region. The PHSP Čierny Váh has been supporting the Slovak electricity system since the 1980s and the project will take place during the maintenance windows that are necessary to keep the plant running. These maintenance windows are a unique opportunity to execute a more ambitious plant upgrade – the SE Integrator project.

The project is currently in the "feasibility study" processing stage, where various technical aspects are analyzed in order to achieve the required project parameters. The project received the status of "Projects of Common Interest" (PCI) and is also evaluated by ENTSO-E in the Ten-Year Network Development Plan for 2024 (TYNDP 2024). The project is planned to be implemented by 2030.
